Concrete buyers, users, and specifiers invited to join Advanced Market Commitment Membership Group

INNOVATE UK, part of UK Research & Innovation, in partnership with Carbon Limiting Technologies (CLT), has established an Advance Market Commitment (AMC) Membership Group to explore how demand-led innovation and AMCs can be used to unlock fresh investment into innovative low-carbon concrete and cement products.

Innovate UK is actively inviting buyers, users, and specifiers of concrete industry to join the Group, as well as inviting investors with a keen interest in the sector to join its investment cohort.

AMCs are binding commitments seeking to make a market profitable and stable for a yet-to-be-commercialized product. In this case, Innovate UK and CLT are working with the AMC Membership Group to establish a compelling AMC to signal demand for new low-carbon concrete and cement solutions at a crucial moment in meeting the UK’s decarbonization objectives.

The work of this AMC Membership Group comes at an exciting time for the industry. In September 2025, Innovate UK announced the seven winners of its Contracts for Innovation competition. These projects have been breaking new ground, leading to each of them receiving a share of £3.2 million in total investment from Innovate UK to accelerate decarbonization of the concrete industry.

Stafford Lloyd, innovation lead, Clean Growth Strategy, at Innovate UK, said: ‘Concrete production currently makes up 8% of global carbon emissions, highlighting the need for low-carbon innovations. AMCs have been used to aid vaccine development for more than a decade. Our new AMC Membership Group is aiming to provide expert insights and guidance to shape a credible pathway for low-carbon concrete.’

Jon Knights, materials and durability lead at HS2, a member of the AMC Membership Group, said: ‘An AMC is the only logical way to ensure there is the confidence in research, design and development (RD&D) to help deliver a low-carbon innovation in the concrete and cement industry. By joining this AMC Membership Group, we’re proudly participating in the conversation and encourage our peers to follow suit.’

Current members of the AMC Membership Group include: AECOM, Anglian Water, Arup, AtkinsRealis, Canary Wharf Group, Environment Agency, Ferrovial Construction, HS2, JN Bentley, Lendlease Construction, Mott MacDonald, Ramboll, Scottish Water, and WSP. Other organizations are also in the process of joining the Group.

Relevant organizations are encouraged to contact Innovate UK if they are interested in joining the AMC Membership Group, specifically those involved in the specification and procurement of concrete and related supply chains. Organizations must be willing to effect change and have an interest in investing in low-carbon innovations.
